Open inputs on CMOS chips are bad news! You might have a circuit that intermittently misbehaves. You put you scope probe onto a point in the circuit, and it shows zero volts, as it should. Then the circuit works fine for a few minutes -- before malfunctioning again! What happened was that the scope discharged the open input, and it took a long time to charge back up to the logic threshold.
